Books - Fallout 1

Hi all, I decided to break out Fallout 1 for old times sake and was wondering how the percentages the books give you is determined. Two Outdoorsman books gave me a 9% increase and a First Aid book gave me 7%. Is it dependent on your current skill level in that skill?
