wizard level 4

My wizard is at level 4 but I cannot find anyone that sells level 4 wizard spells. I am in the Goblin horde fortress exterior.
Wizards need to be level 7 in order to cast level 4 spells, so you have plenty of time to find some scrolls.
Level 4 scrolls are available in chapter 2.
