Good wizard character

Im replaying original campaign with my new mage. He is truly powerful. No one can't stand his power.
Stats:
Strength 12
Dexterity 14
Constitution 15
Intelligence 27
Wisdom 8
Charisma 8
Equipment:
Crossbow of Accuracy
Greater Battle Robe
Bolt of Frostbite
Belt of Frost Giant Strength
Ring of Clear Thought +2
Ring of Clear Thought +2
Scarab Of Protection +3
Boots of Reflexes +3
Thayvian Circlet
Greater gloves of Spellcraft
Many-Starred Cloak
Im trying to find me a better cloak. Any ideas my fellow mages?
Belt of Frost Giant Strenth is good, but I might want to try something else, any ideas?
Im totally decimating every enemy with this build. It is superb.

Upgrade to Belt of Fire Giant Strength when the opportunity arises.
Get Dragon Slippers at the first possible opportunity; Spell Resistance 10, +2 Bonus to Dexterity, immunity to fear and knockdown (knockdown, is the best way to kill mages, guranteed to fail the check) - probably the best item in the game.
Possibly replace one ring of clear thought with Ring of Power.
Amulet of Healing or Greater Amulet of Healing.
Robe of the Good Arch Magi
As far as cloaks go, just use a cloak to buff your greatest deficiency - there are not really many cloaks better than any other. Though you might want to opt for a Cloak of Resistance +3 for +3 bonus to All saving throws.

Couple of questions! I know I get the answers, because this is the most helpful forum outthere!
Which one is better for my mage: Boots Of Speed or Boots of Reflexes +3?
I like the speed, and I get extra AC with haste (no more casting haste all the time or drinking potions). On the other hand I might need those +3 to reflex saves. What do you think?
On the other hand, Cloak of Resistance +3 might be a good option to boost all of my saving throws.
Is it worth it to upgrade my two Rings of Clear Thought +2 to two Rings of Clear Thought +3 (my intelligence goes from 27 to 29) ?
I get couple of extra spell slots, and more intelligence means better appraise skill. Is there any other benefit of having 29 intelligence instead of 27?
Ps. Im just starting Chapter 3 and solo.
Ok. This is so confusing because I dont know the D&D rules, but I did some testing.This is how it goes now..
Which one is better;
AC 20, Fortitude save 13, Reflex save 13, Will save 13
OR
AC 16, Fortitude save 14, Reflex save 13, Will save 14

This forum is relatively quiet and there is no point in bumping your question, it's going to stay at top of the list for weeks anyway.
As far as equipment goes, depending on the financial situation I'd tend to be cautious about buying/upgrading expensive gear before the endgame. I think Gamebanshee has info on what items can be bought when and where.
AC20 looks > AC16 to me.
