Total newbie here, but have been playing the game for ages. I've stumbled across what looks like a side quest that I can find no info on? After discovering the murderer in the Bridge District, looting his place results in a letter that is written in riddles but instructs you to go to Umar Hills and purchase a book. If you go to the right salesman standing outside the inn, buy the book, he initiates a conversation with you. You have to guess his name first (the fifth option) and he'll offer to help you complete the armor you found in the Tanner's shop, thinking you are the tanner.

Anyways, you have the option of outing yourself as outraged or going along with it. The former results in him mentioning some sort of "rune" and walking away. The latter results in him telling you the final ingredient he needs is the blood of a silver dragon. Since I think you can only find one once you get to the Underdark, I wonder what this rune is? Has anyone ever gotten farther in this quest?

Here's a quick run-down of that quest.

Basically all that you're going to get out of that side quest is the evil-only leather armor Human Flesh +5.
You never actually get to meet the Rune and nobody mentions anything about it later in the game, as far as I can remember.

This is just speculation, but "the Rune" could be referring to the Twisted Rune, whose local leaders you meet and dispatch in the Bridge District, behind the door you can only access if you have a Rogue Stone in your inventory.
