Is there anyway to leave level 3 and go outside and come back in and get back to level three. I am running out of arrows and bullets and everything.

But I can't get back in through level 2. Also how do you get to the top on the outside?

Just search the areas inside and outside with the mouse pointer for doors and passages, they aren't hidden and the areas are small.
If you still can't find what you're looking for you can search youtube for a let's play.
