War of the Golden Skull bug...?

i got the mission from the adventurer. i defeated all villain mobs all over hommlet. i go back to see him and he tells me i wtill have to defeat the town attack group and the NW patrol. i walk all over the town again and still see no villain mobs alive. he wont let me end the quest. if i rest then he tells me i am lazy and that the hextorites enslaved all the townsfolk. how do i fix this issue?
