I cant find the papers that give the guy that makes arms or the gem guy. I am supposed to train them where do I get the papers?

From a previous post you mentioned that you've been playing on the normal difficulty for a while. You have to advance to the nightmare difficulty to find the next items for the blacksmith and jeweler (and then to the inferno difficulty for the items after that).
