baldur's gate bottom toolbar issue

I recently installed BG 1 and tales of the sword coast. As I was playing I noticed that I was unable to get in to my prepared spells from my toolbar unless I left the main screen for a second or two. I was okay with that but then I obtained special ablilties and my bottom toolbar keeps flashing between the special ablilties list and the normal bottom toolbar display. This stops me from selecting anthing from my weapons to my quick items. I was wondering if someone else had this problem and if they had a solution.
