Using charms in Ego Draconis

I have read your answers to previous posts on using charms on equipped items, and I understand that I need the "enchant weapon" skill from the skill tree. However, I cannot find such a skill on my skill page. I am a level 14 melee fighter, still in Broken Valley and about to finish up the quests there.
I have many charm jewels in my inventory taking up space and I would like to use them. I have tried to attach various ones to various items, but I get message telling me that I do not meet the requirements.
What requirements? Does my fighter have to be a certain level or have been to a certain teacher?
Do I get the" enchant weapon" skill by reaching a level or seeing a teacher?
I have seen that some enchantments required a formula, I understand that, but how do I use the charms.
Really confused here, so I could use some help, please.

Enchant Weapon is required in Divine Divinity to permanently place charms in equipment that has a charm quality.

In Divinity 2, though, you do not need a skill. If an item has an open charm slot, you just need to right click on it, select Charm and then select from the available charms in your inventory.

Enchantment slots are different. At an enchanter (the one in Broken Valley is north of the fortune teller, near the wishing well), you can add and remove them from equipment with such slots. Each enchantment requires a certain number of ingredients to add, most of which are easy to acquire after you take over the battle tower. Malachite gems are limited in the game, and are required for most level 10 enchantments and any level Healing Aura. You don't need to be too miserly with them, though; I used a couple for healing auras and a couple for a quest, and ended the game with 65 malachite gems (half of which were acquired in the Flames of Vengeance section of the game).

After you get the battle tower you will have a chest to store things. Enchantment and potion ingredients can be used from the chest, but charms must be in your inventory.
