cha:18+plus if to add tomes of increasing your abilities

I've only played one game recently, but here are my theif's stats at the end of the game:
STR:19
DEX:19
CON:19
INT:4
WIS:4
CHA:19
with out tomes- turn 19 to 18.

The strange thing was that it was my second character and I only rolled for about 5 minuttes...

The best stats I had with a PC was my first time playing the game(Back in 99) It was with an Elven Enchanter
STR:10
DEX:19
CON:16
INT:18
WIS:12
CHA:18
How those stats came up on a natural roll for a mage? I don't know, but I never made a better mage. Then with the tomes:
STR:11
DEX:20
CON:17
INT:19
WIS:15(3 Tomes)
CHA:19
