Just started ToB, but I cant talk with some of the people I need to talk to??

Im in the Saradush, and after talking with Melissan I head to the Saradush HQ, and after the quick trial I talk with Samand, he lets me go down and see Mateo. Only problem is the Jailor wont talk to me (Too Busy). So I cant talk with Mateo?
Is there something im doing wrong?
Im Neutral Evil? Is that why?
