Bush's Kyoto substitute

Well, it's announced, now: Bush's counterplan to the Kyoto Protocol. It pays no attention to greenhouse gas reductions. It pays no attention to economic growth. It claims that American industry voluntarily will reduce pollution by 18% if it is offered tax rebates.
Now, is there anybody left who believes that industry will "voluntarily" undertake anything to its own detriment, in the greater interests of something it has never acknowledged?

And you know that those businesses, who pay soooooooo much in taxes after hiding all of their assets in offshore limited partnerships (*ahem*Enron!*ahem*) need the tax breaks.

What's most grim about all this is that it represents a pattern of treaty abrogation by the US under Dubyah, unlike anything else in our nation's past. There are actually a host of treaties, some in the process of negotiation, others already finished, approved and active, which Dubyah has stopped. The UN Climate Control Treaty is another such, as is the ABM treaty with Russia. I was once scathingly attacked here for saying that I could find hardly anything good that Dubyah has done in his presidency. I wish I could say that Dubyah has vindicated himself since then, but between his treaty actions, poor federal appointments, bizarre views of the world and spendthrift policies, I see no reason to change my opinion.

Fable the reason why you were attacked is that because with the war going on Bush can essentially do no wrong. However I myself think he was an idiot before the war, idiot during the war, and will be an idiot after the war.
I look at his new proposal this way, if we start to see flooding of major coastal cities, shifting of weather patterns(isn't that already happening), and other natural disasters then I think that will be enough to convince the nation that Bush is also a idiot.
