is there a way to restart a quest

I was unable to finish the unseeing eye quest for some reason i canot open the door to go down below can i restart the quest somehow?

Should be possible by chaning some variables... i have little knowledge about this however

Need more info:
How far along in the quest did you get?
Did you talk to High Watcher Oisig?
Did you talk to Ghaal and get the key?
