They can wear the shadow dragon scale because it counts as a leather armor. For some strange reason they can also use the white dragon scale (ToB), even tho it counts as Splint Mail. They can not use the Red and Blue (ToB) Dragon scale.

This worked for me. I was playing a super chaotic ranger, who didnt like the way valyger talked and therefore killed him right away rather than have him join the party. To my surprise, I could wear his armour!! I had similiar stats to Valygars, and was a stalker. Try it, but make a quick save proir. Its awesome armour. AC 2, 25% Resistance to a lot of stuff.

What's wrong with the way Valygar talks? At least he doesn't sound like Anomen.

A super chaotic ranger still is good-aligned and would never kill another good ranger for the way he talks. And the Shadow Dragon Scales are almost as good (the AC bonus is even better).

If i'm not mistaken, if you have the same stat's as an NPC you could use his items.
I once heared of a monk wearing keldorn's armour, but don;t know it it can be done.

This is fixed by the Balderdash patch.
