When can my PC use the items (shield of amonem, armour of valygar, etc) from an NPC (not UAI abillity)?

Usally when you have the same or better stats then the NPC. Balderdash fixes many of the items so you cant use them regardless of your stats tho'

Un-patched, monks could wear Keldorn's Armour.
