In the Graveyard District - you can pick up the Littleman quest only at night, whereas you can pick up the mourning paladin's quest at certain times of the day.

It's in the graveyard district. You will get the "littleman quest" only if you come at night; for the "mourning paladin" quest it happens randomly, try visiting graveyard district a couple of times during gameplay, and I'm sure you'll get the quest.
