Which, exactly, of the lower planes do you think the NO ends up on, and why?

Baator - because the Black Abishai in the Smoldering Corpse tavern recognise him.

But that's because they recognize him from a previous incarnation. I'm less sure about his location at the end of the game--Baator certainly seems a good guess, and his efforts to rectify the past make him seem more "lawful" than otherwise.
