how long was this game in development?

how long im just curious, because im trying to gather how mch effort was put into a game like this
Daggerfall, the last installment in the Elder Scrolls series was released in 1996. I think the first time I heard of Morrowind was in 1997. First release target was 1999!
The game has been in development for at least 4 years.
