How in hell do I challenge Balvyn Venim to a duel. He will not be taunted, intimidated and when I ask him to yield he says he will not yield to an animal and kill him if I dare.

You can't kill him outright you have to duel him and I figured how to get him to duel, you speak to all other councilors, I missed one.
