Need help w/ quest.

All right, I managed to stumble my way into the Morag Tong headquarters, and I reciewed several quests.
One of them, was to assassinate another Morag Tong member (he had been "freelancing"). by slipping some poison into his food, he's called Balyn Omavel I believe, and is supposedly somewhere in Ald'ruhn.
I CAN'T FIND HIM! :\
Can anyone tell me where this sucker is hiding?
