Okay, I've had this "Habib" fellow pop up and spout some nonsense, do 1 pt. of damage to me, then run off like a chicken. Is this just some annoying character like Neeb "Hey ya, Hey ya", or does it have some hidden slander.

Habib is just there to make the game more interesting. Neeber is quite similar to a character you encounter in BG1. (His name was Noober and he talked to your party for a really loooooong time.)
