1. What lvl of enchanting or intelligence or whatever do you need to have constant effects using soulgems. I have a grand soul gem and trying to enchant glass things.
2. Where do you get the health absorb spell (or whatever its called). Also, where do you get the enchance intelligence and the rest of the stats spells?

try the mages guilds for spells they will have some of the ones you ask, temples usually have a bunch of spells too, just look around there are plenty of places to get spells.
