It is said the subj. is higher as for other races. Nonetheless i do not see it on the records screen for new created character. Am i looking the wrong direction? Is that implemented any way or they have been supposed but unrealized?

I never played with a Halfling but when you create a new char. their character sheet says resistances: none, they also don't seem to gain any on leveling up. So I gues that's a no?

Halflings get bonuses to saving throws versus poison and magic, not Magic Resistance. If you created a halfling wizardslayer, he would get magic resistance, but as a virtue of his class, not his race. Same thing with gnomes and dwarves.
