... from attributes to skills. Say, one may go developing short blade to gain speed bonus. Is his chances with dagger improving if he gets speed increase via athletics instead?

I'm not sure if this is the case in the specific example you make, but I'm pretty sure it is true in some cases, maybe all. For instance I believe I have a better chance to persuade someone with speechcraft if I have a high personality score...I believe you also have a higher chance to successfully enchant the higher your personality. I haven't tested this though so I could be totally wrong - perhaps some scientific enquiry is in order

I beg your pardon THE JAKER, but me thinks enchanting has Intelligence as dominating stat. But I may be wrong, I haven't used enchant a lot yet.

I think enchant is based on int and luck. At least I seem to have better luck making items when I boost int and luck up near the 200 mark with enchanted rings I made.

You're obviously correct. I believe I probably carried over the statistic from the previous phrase because I type wit teh fingers of FLEETNESS!!!!111
