I can't find him. He's in a bookstore in Vivec (owners initials are SF, I think. I couldn't spell the name anyway). If you know where to find him, please let me know. Thanks.

OK, here's the answer. It turns out that the Foreign Quarter actually has shops in it's canal works. I knew that at one time, but not now. Anyway, have a look there.
