Can somebody please help me with where I would find a vendor that sells any of the spells to restore your attributes. I'm starting to be able to enchant better items and would like to make a ring to restore attributes that are penalized without lugging around a ton of potions.

Look for temples - native or Imperial. BTW, it allows you to be cured (for nominal fee) without having spells or potions, too. If you have scroll of any Intervention, you may get there at once.
And why din't you listen? Somebody was supposed to tell you where different kinds of spells most probably might be found if you didn't mint to talk with people

You might also seek out some of the tombs. Haven't you visited any? A lot of 'em include a ritual object that offers some sort of restoration for a small fee.
To the Righteous belong the fruits of violent victory. The rest of us will have to settle for warm friends, warm lovers, and a wink from a quietly supportive universe.
Thanks for the responses. I have gone through several tombs, but not found any restoration spells. I know that there are the shrines in them that I can pay to be restored, but would much rather be able to cast the spell. I've found spells to drain attributes and to fortify them, but not restore.
I'm mostly looking to be able to cure myself while adventuring without returning to a town or searching for a tomb with a shrine.
