where the frick is bethamez??? and or airship plans???

i got the last elbert quest, to recover dwemer airship plans in gnissis egg mines, and they should be in bethamez, right??
cant find bethamez at all...inside the mine, where is the dwemer dungeon or the plans???
getting really frustrated...
pls post detailed spoilers...
