Removing the XP cap??

I have seen, in some of the posts on this site, people talking about some software that removes the XP cap from BGII.
Where can I download this software from? Is it free? Are there a lot of know problems to the game for using it?
Also, if you use it and you can remove the XP cap can a mage for instance... be able to cast level 9 spells, that they have learned in the game or not? Or do you still have to use the scrolls?
