What do I do with his ugly mug? Jaheira mentions turning it over to the proper authorities, but who?

in the government district go to the big building at the top and walk right to the back and talk to the guy there for a reward and reputation point

Only the ones who want to be locked up in the dungeons...
Actually, I did lock Jaheira in there so she wouldn't leave the party for good. The rest of the NPCs I wasn't using I let go, as they didn't say they would leave for ever.
