Does magic resistance stack?

Say for instance I have the Ring of Gaxx (10% magic resistance) and the Human Skin+5 (20% magic resistance)....Do I get the 30% magic resistance total?

Yepp.

With the exception of Carsomyr, yes. Carsomyr sets MR to 50%, add nothing stacks on it. At least nothing should stack. You can re-equipe the equipment and it'll give you the MR. However, if you reload, it will go back to 50%.
