The disappearance of Sharn Gra Muzgob over at the Mages Guild when you try to completed the quests for the Blades seems to be a common bug. After doing some search over at the Official forum of Morrowind i found a fix. I have encounter this bug and using this i fixed it. For those who stambled on the same bug here is what you can do to fix it:
1) Open TES editor and access "FILE" menu, selecting "Data Files.."
2) Check the box next to Morrowind.esm and load it by setting it as the active file
3) In the large window labelled "Cell View," double click location where NPC should be found (in my case it was "Balmora Guild of Mages")
4) Next select name of missing character from list labelled "Object ID", this will load the character and his/her default location in the window above (in my case "sharn gra muzgob")
5) Click the "NPC" tab in the large window on the Left
6) Select the desired NPC to replace (in my case I selected "sharn gra muzgob" again)
7) Click and drag this NPC from the "NPC" window into the graphical window on the right and drop it. You will now see 2 of these characters standing side-by-side. In your save game this character has been mistakenly removed or deactived so the one you are now placing will replace him/her.
8) Under file menu select "Save" and name this file whatever you want. You have now created a plugin that has as it's only feature a duplicate of the missing character.
9) Load Morrowing using the "Morrowind Launcher"
10) Select "Data" in the launcher and activate your plugin by clicking the box next to it.
11) Play your game
