How do you solve the mystery of Ralen Hlaalo being murdered?

talk to every one you can ...
you will get a discription of the murder.
clues will lead you to two people...
only one fits the description...
Kill that one
report back..
case closed

you cant until you kill him.
the axe he uses gives it away.
he will never admit to it.
like most police work you just do what seems best but you never realy know for sure.

you can actually kill either nine-toes, or the dark elf, and get your reward.
Or kill them both to be sure
my favorite strategy!
but killing the elf is the best, since you are probably going to kill him later anyways.

Nine toes does not match the description nor does he carry and axe!

Save your game and try it.
The elves say it wasn't the smith, but nine-toes, you go to him and he says, "See, I don't match the desciption of the killer." Or something like that.
You can still decide he is the killer.
Hlaalu doesn't know who killed him, and they will trust your judgement.
But you'll show them what happens when they put their faith in you!
But save it first, since you need to kill the elf smith anyways, and nine-toes IS one of the Blades.
