Vanishing PMs

Has anyone noticed whether some members no longer a PM button under their posts? I've discovered it a number of times, lately.

Under Edit Options in the user control panel, you have the option of turning off and on the ability to recieve PMs from other members.

Thanks. That option has proved a nuisance of late. I get PMs from people, and I can't respond.
