Where do I forge items? (Potential spoilers)

I just recently hit chapter 2, I am in Port Llast, and I cannot, nor have I through the whole game, found a place to use my useless damned dragons blood, adamantine, etc. Can anyone tell me where I can use them?

The forge in chapter 1 was found by asking the owner of the weapons shop in Neverwinter Core District for quality items. If you were a warrior he would give you a stone that allowed access to the back room, if not you would have to persuade him. When you got it you simply went through the door to the back of the room and spoke to a dwarf, after a certain dialogue tree he would give you a book that detailed the recipes for all of the magic items he could create. Now as for Chapter 2 I have no idea.

You can forge items in chapter 3.

There is no forge in chapter 2.

I just got to Chapter 2 and I haven't found a forge.
However, you can use many of the forge items to make magical items in Chapter 2. You have to find the magical tomes first though.
This may be restricted to Wizards and Sorcerors though. (I'm multi fighter/sorceror)
