On the Base Save and Attack Bonus tables it shows the fighters get +1 to attack for each level. At level six is shows +6/+1. At level 18 it shows +18/+13/+8/+3. What do the additional numbers mean?

You get extra attacks as a fighter - 2 at lvl 6, 3 at lvl 11, 4 at lvl 16. Those extra attacks have a lower Attack Rating than your first attack, but gradually improve with levels.

You get extra attacks with every class. Every character gets an extra attack each time their BAB raises above a multiple of 5. It simply takes some classes longer because they recieve base attack bonuses at different rates.
