i was suppose to deliver the locket to her father but she doesn't know where he is and tells me to look for her fathers friend in Ald-rhun..called Arthyn sherit...?something and when i found him, and talked to him there is no "talk" on the subject of Delyan or her father??!! i wonder if it's a bug or was i suppose to do something else?!!

It's a misc quest from a tel fyr...

This is referring to a Redoran quest. If you want to know where to find the person who wants the locket search in the cavern of Milk, which lies North-Northeast of Andraseth, hugging the mountain range that seperates the grasslands and the ashlands. If you do not belong to house Redoran-this quest isnt really worth doing-though there is loot within the cavern of Milk

o thanks..i'm not with redoran but i think i'll pop by milk place and return the locket.

You may exterminate all guards in Milk who attack you (at least for Redoran quest it is so). The one who needs the locket should never attack you if not hurt (again, if you're Redoran, then without doubt). So the loot mainly is still here. There is at least one guard behind him at some chest, crare or so.
You may try to speak about the locket with Redoran in Ebonheart Council hall, too. I'm not sure if it'd work if you aren't Redoran, but it's definitely worth to try
