uses per/day not resetting...

I have the Scabard of **Something** that gives 2 Blesses and 3 Aids per day. I've slept probably 7-8 times since getting it, and its never reloaded. If I offer to sell it at a shop, I still get the same price, so I don't think its "expended". Must be a bug, right?
Anyone else had this problem?

Yup, I had that problem, but luckily quickly realized that happened because the item in question was being held into some container (bag of weight reduction/ Holding/ Box, etc...)
After placing it again in an open, regular slot, the thing worked perfectly again
