I cant be a councilor at redoran

I cant be 1 until i halt the Caldera ebony mine.I killed the boss at the mine and freed the slaves but when i speak with Lirethi he just says that he has faith i can do it.The only thing i did wrong that i can think of is when i freed the slave at the beginning of the game when i went to stop the telvanni smugglers.Could some 1 please tell how to halt the CAldera ebony mines from mining so i may become a councilor.

theres another guy, the mayor of the town i think. Well u have to go into the big castle in caldera im sorry i forgot the name of it. And go up the stairs all the way up to the top into a bedroom, and lockpick the chest and inside there should be a book the real book that shows what there shipping in and out of there. sorry that i couldnt be more specific about everything, its been a while since i have done anything redoran related.

i am in the same boat. found the book but he still wants the mine shut down. freed all slaves. something about the mine bosses???????

I just did it it. u gotta kill the the lebito or something guy in the mining offices and a guy in the castle in CAldera. he is on the top floor and his name starts with an h.Make sure u dicuss all topics when speaking with lirethi.

right when u enter the big castle in caldera theres a dude right infront of you, talk to him about shutting down the mines and show him the book that u got from upstairs.
