Alright so I went and got all those documents to get that fat dwarf guy to make the "unique dwemer object" into the Wraithsgaurd. When I equip the wraithsgaurd My Hp drops from 268 to 55! Is this supposed to happen or is it a glitch? If it is supposed to happen how do I get my hp back to what it was before????

From what I gathered looking through the dialog, the jury-rigged Wraithgaurd (which is what the dwarf gives you) is supposed to do some damage. If potions/spells of Restore Health don't work, you could try using the Restoration abilities of a Temple shrine or Imperial Cult altar.
