What do you do with the human flesh?

Found this after the bridge murders, what use of it, i mean i know it is of some use other wise it would serve no purpose. Could someone please help me.
If your character is evil, keep it. Keep the note with the word puzzle on it too. The note should give you a clue of what to do next.
