Are scroll locations random?

I'm raiding vaults and I need to find the locksplitter scroll and the one that transports you to your house...my house is north of balmora and I'm too lazy to walk
If anyone knows a definite location of these scrolls it is appreicated

I made a house with the editor, but you have xbox so you dont get one...go kill someone and their house becomes yours
I actually dont really like my house...but I just cant seem to get it up to my standards...oh well

Locksplitter for 100 level locks?
If that's the case, do you have enough $$ to create enchanted item?
I have a ring that opens anything, don't think it cost more than $30,000.
