I have been all over Balmora and can't find this guy. Maybe I'm just blind but he does a good job of hiding, escpeially considering he has a small house there.

He's in an upstairs apartment very near the Balmorra Temple.

Its one of the first buildings near the entrance close to the temple, as S_S said. A building that faces the river.
