Magic Resistance

Does having magic resistance of lets say 40% make you immune to 4th and below spells and does it have any effect when higher levels are thrown your way.
What is the highest possible MR for a fighter PC excluding wizard slayer.

MR doesn't make you resistant to a certain lvl.

magic resist of 40% will block 40 percent of the magic stuff thrown at you.....
i can get 100% by the end of tob....
takes use any item, and careful selection, but you can be totally immune to magic...

If you have a monk as PC, you can get more than 100% at the end of SOA.
