It means that your monk has 5 attacks in 2 rounds - 5/2 = 2,5. But as you can't have half of an attack per round you get 2 attacks the first round and 3 attacks the second round.

BTW, what is the highest possible attack round number (no SK cheating)?

Without the grandmastery patch or any weapons that increase attacks per round, you'd be able to get 4 attacks per round dualwielding I believe.
13th level fighter/ranger/paladin: 2 attacks per round.
Dualwielding a weapon: 1 extra attack per round.
Anything more than 1 procifiency point in the weapon in your main hand: an extra ½ attack per round.
A special pair of gloves (ToB only): an extra ½ attack per round.
All in all: 4 attacks per round with ToB, 3½ in SoA while not using the weapons that grant extra attacks per round. (I can think of only 2 and both are rather mundane, except the attack bonus of course)
Yet wielding both of those weapons you'll get 5 attacks per round.
