Attack Question

What effects how many times your guys can attack in 1 turn? Is it there LvL or movement rate or what?
The default number of attacks per round is based on your level only, but there are several other things that can affect that. For example you movement rate (if magically changed) by magic spell(haste, slow etc).
However anything that changes this number other than your level is usually temporary.
