Does anyone know where I can find Lathan (thieves guild)

jeps. he is the one that you will have to contact during your stronghold quest. I can't see how you could miss him he should be in Mae'Var's Guildhall (yours hopfully)
not far from Jariel.

Right you are - he was just gone for some time but returned. Now the quotamaster is missing (i think he should be there when i come for the thieves report) - nevermind - he'll probably turn up
