Okay, so I've gone everywhere and killed everything at the bottom there but when I talk to the robot ferryman guy, he still doesn't give me the option to go to the chest.
I've been wasting a lot of gold trying to find the way there...

Is there a trick I should know about, or is it a bug?

The only time I've had the option to go there is on the very last day.

Keep talking to him; like The Ranger says, you may have to wait until the last day. When you speak to the boatman, you want to go to the "mephit lair".
