Fallout 2: Klamath, Yellow key-car?

In Klamath there is an area to the far left. In the area there is a robot, a crashed Enclave helicopter, and some dead encalve soldiers. In one of the soldiers you'll find a yellow key-card, where can I use the key-card? Navarro? The Posido Oil Rig? Where?

Well, that's kinda wierd isn't it? Gecko powerplant? What would an Enclave soldier use a key-card to The Gecko Powerplant for? But I don't think it works in The Gecko Powerplant, because the key-cards you finde there has another name, Yellow Powerplant key-card.
It's been some time since I visited the vault in the village near NCR, but I belive you find a key-card in one of the kidnappers inventory, which fits in the lock to vault 15.

not sure. i can't remember it working anywhere. if you find a place where it does, good for you, but it's certainly not the gecko plant, and that's the only keycard place that has cards remotely difficult to get. flog 'em for a bit of cash.
