Donate the Mace of Slurring (-30 to speechcraft) to the Museum and the description of the item by the curator tells you it was created by Kyanka, as well as some, heh, amusing bits about his speaking habits. Clearly a reference to Rick "Lowtax" Kyanka of http://www.somethingawful.com (I'm beginning to think -every- game designer loves that site).
