anyone remember the link for that? and does it work if I already played with my character for a bit or do I have to start over?

didnt see it there, anyone know if I have to start over in order for the mod to work? or I could just download it and it'll affect my character?

I have posted the link and attached the zip file in this ToB thread
The cap remover should work without having to start a new game.
